Protocol phases

Phase 1

Need identification

Define why the agent should exist: - What problem does this agent solve? - What domain does it own? - Is this truly a new agent, or should an existing agent handle it?

Phase 2

Agent specification

Draft the core identity: - Agent name - Full acronym/meaning if applicable - Mission statement - Primary responsibilities - Forbidden responsibilities / boundaries - Reporting line, usually to J.A.R.V.I.S. - Which business/project it supports

Phase 3

Capabilities and tools

Define what the agent needs: - Tool access required - Files/directories it may read/write - Messaging/reporting channels - Scheduled checks or standing monitoring duties - Whether it can launch work, only advise, or must request approval

Phase 4

Safety and approval boundaries

Before activation, define: - What requires Stufio approval - What requires J.A.R.V.I.S. approval - What the agent can do autonomously - What the agent must never do - Privacy, credentials, money, public posting, deployment, legal, and production-system limits

Phase 5

Build / profile / config plan

If this becomes a real Hermes profile or app service, D.E.V. should define: - profile name - config/toolsets - memory/skills needed - bridge directory - startup/check-in behavior - tests/verification - rollback plan

Phase 6

Onboarding package

Create a handoff package: - `AGENT_PROFILE.md` - `OPERATING_PROTOCOL.md` - `COMMANDER_HANDOFF.md` - first mission/task - reporting format - countdown/progress convention

Phase 7

Activation

Agent may be activated only when: - J.A.R.V.I.S. confirms the specification is coherent - D.E.V. confirms technical setup if needed - Stufio approves any high-impact permissions - The first task and reporting expectations are clear

Standing commander rule

No agent silently stops on approved work. If not complete and not blocked, the agent continues. If blocked, it states the exact blocker and whether Stufio approval is required.
