Mission: Create a local, read-only commander handoff packet that lets J.A.R.V.I.S. assign one active agent a safe next step with proof requirements attached.
Why it matters: Stufio wants J.A.R.V.I.S. to lead the team, not merely summarize it; clear packets reduce agent silence, duplicate work, and unsafe leaps.
Owner: D.E.V.

Supporting Agents:
- J.A.R.V.I.S. — command authority and delegation standard
- A.C.E. or N.E.X.U.S. — only when the work touches their domain-owned lanes

Domain Consult: J.A.R.V.I.S. leadership lane — use commander/routing standards before handoff.

Context:
- Active roster owners are J.A.R.V.I.S., D.E.V., A.C.E., and N.E.X.U.S.; future names are not default owners.
- Slack is active and Telegram is paused for operational delivery.
- Safe internal work may proceed when it is local, mock, read-only, reversible, and secret-free.

Scope:
- Use bridge protocols and Command Center local code only.
- Produce copy-ready task language J.A.R.V.I.S. can hand to a named agent.
- Include domain-consult and verification requirements before the agent starts.

Out of Bounds / Approval Gates:
- No credential, access, DNS, hosting, server, database, security, or production changes.
- No spending, public deployment, customer-facing release, destructive action, external outreach, or private-data expansion.

Deliverable: A copy-ready delegation packet plus a scored checklist showing whether the instruction is clear, complete, safe, role-fit, verifiable, proactive, and concise.

Verification Required:
- Unit/regression test confirms the packet structure and score appear in the Command Center code.
- Lint and build complete without new errors.
- Bridge note records what changed and what remains gated.

Cadence: Report once the local artifact is verified; escalate immediately if the next step crosses an approval gate.
Fallback: If live routing or agent consultation is unavailable, write a bridge note and continue only with non-invasive local scaffolding.

Safety: This packet authorizes only local/private/mock/read-only/reversible work unless Stufio explicitly approves a gated action.

Accepted packets can be saved as local bridge-note evidence. No Slack dispatch or live execution is triggered.
